ZVEI Comments on the European AI Regulation ("AI Act")
Artificial intelligence (AI) in industry is a key driver for securing the future of Germany as an industrial location. AI provides assistance and relief for humans - not only in private everyday life, but also in industrial applications.
The European Commission presented its proposal for a Regulation on Artificial Intelligence ("AI Act") on 21 April. The proposed regulation aims to create a legal framework in Europe for so-called "high-risk AI systems" and distinguishes between high-risk and non-high-risk AI within the framework of a risk-based approach. The ZVEI supports in principle this risk-based approach chosen by the EU Commission. However, a future-oriented regulation of artificial intelligence should also consider the immense opportunities that the development and applications of artificial intelligence offer for the economy in Europe.
It is generally endorsed that the submitted regulatory proposal is based on the existing legal framework of the New Legislative Framework (NLF) and the associated existing product directives. However, the currently very broad scope of application of the planned regulation should be critically questioned. Based on the current draft regulation, not only AI applications but also conventional data analysis software based on statistical concepts would be covered.
